In December 2013, Québec became the first province in Canada to enact legislation requiring employers with five or more eligible employees, to offer a Voluntary Retirement Savings Plan (VRSP). This requirement extends to employers who do not offer a registered pension plan, an RRSP or a TFSA option for which source deductions can be made.
